The Requirement
To enter the Secretariat campus, visitors need to be authorized and possess a pass issued by the reception counter. The Secretariat pass issue process is managed by the Home Department. The pass is issued only when the visitor provides his identification and needs to be present at the place to receive his pass for which he needs to stand in a queue. There were days when people stood in long queues for hours to get an entry pass to the secretariat. From depositing a mere chalan to meeting somebody at the secretariat, all these visitors were a common view to any onlooker, brazing the climate and waiting endlessly for their turn to get a pass. There are several visitors like this every day into the secretariat; the purpose being different ranging from personal to official. At this juncture, the officials at any time are required to be informed of such visitors entering or leaving the premises. Thus stems the requirement of a Secretariat Pass. The requirement consisted of a simple IT intervention which reduces the time spent and enhances the transparency in issuing a Pass to the Secretariat. Benefits Realized by the Client

Therefore a system was essential which can do all this within no time and reduce the crowd at the pass-issuance counters for smooth functioning of the process. Also such a system would be helpful in removing the direct intervention of the reception desk in deciding whom to issue a pass or not! To make the Secretariat pass issuing process easy, a web application has been introduced. e-Pass is a small application impacting a large community through a simple workflow. There is no requirement of high-end IT infrastructure or highly trained personnel to run the application. A visitor can hence forth submit his application online from his home or cyber cafe. The facility can also be made available in the web site of the state government website. Through this web application the visitor can sit at home and apply online through the internet service. Visitors having no internet access can call up to the reception where the departments in charge can book a pass on behalf of the visitor. The visitor can enter the Secretariat campus once the pass is approved and issued by the respective department in charge. |
